South End Construction Reaches Completion Under Original Developer

The South End project opened to the public this month, completing a chapter of Notcross civic history that at one point appeared to have ended.

First proposed nearly a decade ago, South End moved through the traditional Notcross process in the traditional way: initial excitement, expressed concern, community meetings, requested revisions, renewed concern, additional meetings, updated renderings, and repeated encouragement to keep the conversation going. The development team ultimately withdrew.

Following the changes of March 2025, City staff contacted the firm to ask whether it would consider returning. It agreed, on the condition that the process be different. The City agreed that it would be.

From resubmittal to certificate of occupancy, the project took twenty-two months. The final approved plan is, by the development team's own account, substantially the plan submitted originally.

"I want to be careful here," the City Manager said. "We did not solve a hard problem. We stopped creating one. Those are not the same accomplishment and we should not claim the first."

South End delivers 118 residential units, 22,000 square feet of commercial space, and a public plaza that will host the Summer Concert Series beginning next season.
