Notcross Approves Project During Same Administration That Proposed It

On Monday evening the Notcross City Council granted final approval to the Holcomb Avenue mixed-use project, nineteen months after the application was first submitted.

The nineteen-month span is notable for containing no municipal elections, no changes in Council composition, and no turnover in the Planning Director position. The Council that approved the project is, in every seat, the Council that received it.

"I have served three terms," one Council member said during discussion. "This is the first project I have both welcomed and approved. It is a strange feeling and I recommend it."

Under the practice prevailing before March 2025, the median development application in Notcross was considered across 3.4 years and an average of 1.6 Councils. Several applications outlasted the administrations that had championed them, and at least two outlasted the firms that submitted them.

The Holcomb Avenue project comprises 44 residential units above 9,000 square feet of ground-floor commercial space, with 62 structured parking spaces. Construction is expected to begin in the first quarter of 2027.

The Council also adopted a consent agenda of eleven items, all of which had appeared on a prior agenda exactly once.
