City Sells Building to Someone Who Plans to Use It

The City of Notcross has completed the sale of the former public works annex at 88 Depot Street. The buyer intends to convert the 14,000-square-foot building into ground-floor commercial space with eight residential units above.
The intended use was disclosed during the solicitation, described in the purchase agreement, and is enforceable through a reverter clause requiring construction to commence within eighteen months.
"Historically, the City has been very good at acquiring buildings and less practiced at the other direction," the City Manager noted. "The insight here — and I want to give credit to staff — was that when you sell a building, you are permitted to ask the buyer what they are going to do with it."
The annex is the fourth City-owned property returned to productive private use since March 2025. Two remain in the municipal portfolio, both with identified uses and target dates.
The City's real property inventory, which had grown for eleven consecutive years, has now declined for two.
Proceeds from the sale have been directed to the downtown parking fund, where they have been spent.
